Mumtaz Ali completed BS studies in Electronics Engineering from SSUET (Pakistan, 2003), MS studies in Electronics and Communication Engineering from Myongji University (South Korea, 2007), and PhD studies from Heriot-Watt University (United Kingdom, 2014). His MS and PhD studies were fully funded by the governments of Pakistan and the United Kingdom. He worked on physical and network control layers of optical communication systems (WDM and ultrafast All-Optical OFDM systems) during his graduate studies. 

During his studies, he proposed an optical method to reduce intercarrier interference in the closely packed optical subcarriers in ultrafast All-Optical OFDM systems by using Fiber Bragg Grating. Furthermore, in the field of fiber optic sensors he proposed a new method of using dual-wavelength Fiber Bragg Grating in the long tunnels to identify temperature and strain parameters simultaneously. His work is registered as patent KR101030728 (B1).

During his professional career, he worked as a Network Engineer in Cybersoft Technologies (Pvt) Ltd and as an Assistant Manager (Automation) in Pakistan Steel Mills Corporation. 

After PhD studies, he worked as an Assistant Professor in DHA Suffa University (Pakistan) and FAST-National University of Computer and Emerging Sciences (Pakistan). During postdoctoral research works, he worked on the design of optical communication and imaging systems in industry projects.
